Although the land outside is perpetually frozen, the Spirit Oasis itself is warm. This is where the mortal incarnations of the Moon and Ocean Spirits live. Southern Water Tribe The Southern Water Tribe is an independent state at the South Pole and the southern division of the Water Tribes.
